REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES FOR REVIEW OF THE WILDLIFE CONSERVATION AND MANAGEMENT ACT, NO. 47 OF 2013

1. Background
The Ministry of Tourism and Wildlife, State Department for Wildlife wishes to engage the services of a
Consultant to carry out a comprehensive review of the Wildlife Conservation and Management Act, No. 47
of 2013.
2. Objective
The objective is to undertake a comprehensive review of the Wildlife Conservation and Management Act,
2013 (No. 47 of 2013) and develop a draft Bill of the same.
3. Consultant Responsibilities/Tasks

i. Undertake a comprehensive review and analyze the existing legal framework and identify the weak-
nesses, shortcomings and the gaps in the existing Wildlife Conservation and Management Act (No.

47) of 2013;
ii. Study the new Wildlife Policy 2020 and identify aspects to be included in the New Wildlife Bill;
iii. Conduct a comparative analysis of wildlife laws (statutes) and provide recommendations in line with
best international practices;
iv. Prepare and present a comprehensive work plan for the development of draft Bill, including the
