Permanent Secretary for the Ministry of Tourism

  • Leah Adda Gwiyo, was appointed the Permanent Secretary at the Ministry of Tourism in June 2010 from the Ministry of Public Works where she served in the same capacity.  She was first appointed as the Permanent Secretary in the Ministry of Gender, Children and Social Development in April 2008 and later transferred to the Ministry of Public Works in September 2008.
  • A career civil servant, Leah joined the civil service in 1982 as an Assistant Secretary III at the Ministry of Transport Communication. She has risen through the ranks and has served the government in different senior administrative positions and capacity. In 2002 she was promoted to the position of Deputy Secretary and four years later Senior Deputy Secretary.
  • With twenty seven years experience in the service, Leah's tour of duty include Office of the President (Cabinet Office), Inspectorate of the State Corporations, Relief and Rehabilitation, Office of the president (Provincial Administration and Internal Security), Office of the President (Directorate of Personnel Management), Ministry of Education, and Public Service Commission.
  • The vastly experienced civil servant holds a Masters degree in Business Administration (MBA) from ESAMI/Maastricht School of Management and a Bachelor of Arts degree from University of Nairobi. Leah has also attended several strategic development and Leadership courses locally and internationally. In 1997-1998 under the Hubert Humphrey fellowship programme, she attended and was awarded certificates in Leadership Development, and Community and Economic Development by University of Minnesota.
  • In 1993 she successfully completed a certificate course in Development Administration, Institute of University Cooperation, Rome, Italy. In addition she holds Strategic Leadership Development and Advanced Public Administration certificates from the renowned Kenya Institute of Administration (KIA).
