Portfolio Currently the Minister in the Coalition Government of
Kenya in charge of Tourism which is the most important sector of the economy
after Agriculture. A portfolio he has held since April ’08 turning the sector
around to a contribution of 12% of the Kenyan GDP and 10% formal workforce. The sectors’ fast recovery despite global recession and Kenya’s political
landscape can be directly attributed to Hon. Balala’s subject knowledge and
expertise in the private sector.It is based on this that Hon. Najib Balala was
elected unopposed to the vice chairmanship of United Nation World Tourism
Organisation (UNWTO) executive council for the second consecutive year
2009-2011.His other government portfolios include: Minister for National
Heritage 2004-5, Minister for Gender, Sports, Culture & Social Services
2003-4, and Ag. Minister for Labour 2003. Experience and
Career Highlights Prior to venturing into Public life,
Hon. Balala was in the private sector in tourism business and eventually joined
a family tea/coffee trade business. He was Secretary of The Swahili
Cultural Centre from 1993–1996. Chairman – Coast Tourist Association
between1996-1999. His tenure as the Mayor of Mombasa 1998-1999 witnessed
a rapid transformation of Mombasa into an economic hub and drastic change in
the affairs at Town Hall by team leading an anti-corruption crusade.
Chairman, Chamber of Commerce and Industry (Mombasa Chapter) from 2000-2003.
Accolades He did a brief course in
Business Administration at Mombasa Polytechnic University. Hon. Balala also
received training in ‘International Urban Management’ from the University of
Toronto Canada.He also underwent “The Executive Program for Leaders in
Development” from the John F. Kennedy School of Government in Boston.Voted best
Tourism Minister in Africa 2009 by AI (Africa Investor) – A South African based
Business Intelligence Organisation.Hon. Balala is a recipient of the S.S.

for the Ministry of Tourism Ms LEAH
ADDA GWIYO
Leah Adda Gwiyo,
was appointed the Permanent Secretary at the Ministry of Tourism on 17th
June, 2010. Until her appointment she was Permanent Secretary Ministry of
Public Works where she served from September, 2008. She was first appointed as
the Permanent Secretary in the Ministry of Gender, Children and Social
Development in April 2008. Leah joined the civil service in 1982
as an Assistant Secretary III at the Ministry of Transport and Communications.
She has risen through the ranks and has served the government in different
senior administrative positions and capacity. In 2002 she was promoted to the
position of Deputy Secretary and four years later Senior Deputy Secretary. As a career civil servant with over 20 years experience, Leah has
served the government in various senior administrative positions and brings to
the tourism industry vast managerial and administrative skills that are crucial
to the sector. She holds a masters degree in Business administration
(MBA) from ESAMI/Maastricht School of Management and a Bachelor of Arts degree
from the University of Nairobi. Leah has also attended several strategic
development and Leadership courses locally and internationally and has received
several certificates in strategic leadership, Advanced Public Administration,
Community and Economic Development by University of Minnesota.
